Urenco  

A joint nuclear research program by Britain, West Germany, and the Netherlands. Started in 1970. It was a uranium enrichment facility located near the Dutch town of Almelo.  It was to be totally civilian for peaceful nuclear energy. ("The Nuclear Jihadist: page 11)
