He was the former chief of naval operations who was appointed to the Roberts Commission on 16 December 1941 to help place the blame for the failure of the US military to properly defend Pearl Harbor.

He was retired from the the military in 1937 but was recalled to active duty on 06 March 1941.

He was given the Distinguished Service Medal by FDR soon after he signed off on the Roberts Report that exonerated FDR and placed the blame on Kimmel and Short.
