Ruler of Russia who made a 10 year non-aggression pact with Adolf Hitler on 23 Aug 1939 which was soon broken by Adolf Hitler. See "Pearl Harbor" by Morgenstern p 5.

He was affectionately called "Uncle Joe" by FDR, who was probably just about as much of a Communist as Joseph Stalin.
