National Committee for a Free Europe

Established in June of 1949 by work started by Joseph C. Grew and Dewitt C. Pools, who had been an OSS veteran who was the senior American Diplomat in Moscow during the Russian Civil War.  The committee established Radio Free Europe.  "Presidents' Secret Wars" by Prados Page 34.
