Make Good Men Better 

A goal of Freemasonry is to Make Good Men Better.

This is accomplished by encouraging Masons to better themselves through study and by the acquiring of Knowledge.

This concept seems to be the same as that of Raising a Person from the Dead, turning a Base Metal into Gold (The goal of Alchemy), turning water into Wine and shaping the Rough Ashlar into the Perfect Ashlar.

You cannot make a silk purse out of a sow's ear.  There is no reason to ever attempt such a feat nor is there any reason to attempt to make a bad person better.  It has not worked in the past, does not work now, and will never work.  Bad people simply need to be imprisoned or eliminated from being able to consume the resources of the Earth.
