Low Twelve

This is the Masonic term for Midnight.  

It is one of the many references to the Sun, which at Midnight is below the Earth from where you are standing.  

Hence the Sun is at its low point. (See "Encyclopedia of Freemasonry" page 541)

The Three Ruffians met at Low Twelve to continue with their diabolical plan.
