Dispensation 

Dispensations is the plural of Dispensation. 

Dispensations can be granted by the Grand Lodge of Pennsylvania so that a Subordinate Lodge in Pennsylvania can do something that is not normally permitted under Masonic Law.  A Dispensation requires a payment to the Grand Lodge of Pennsylvania sort of like an Annulment requires a payment to the Catholic Church. 

Dispensations must be requested by a Lodge before doing something that is not specifically permitted by the Grand Lodge of Pennsylvania.  They can also be issued retroactively. 

I have no idea if this is the case in other Jurisdictions.
