Adobe Acrobat Reader 

This is the program that is needed to view PDF documents.  It is available for free at http://get.adobe.com/reader/ or do a search for Adobe Reader and pick a site for the download.

I have used Adobe Acrobat Reader for many years and have never had any problems with it.
