Roosevelt's Commission to Investigate Pearl Harbor

This committee is AKA The Roberts Commission and its report was submitted to FDR on 24 January 1942.

On 16 December 1941 POTUS FDR appointed a committee to 'investigate' the failure of the US Army and Navy by not stopping the attack on Pearl Harbor.  The goal of this committee was not to find the blame but to direct the blame to someone other than FDR and his friends who all wanted the United States to get into the war.  For more information on this see "Pearl Harbor: The Story of the Secret War" by George Morgenstern and study the 4th chapter called the Scapegoats.  Interesting reading.
