Frank R. McCoy
He was a retired Major General who was appointed to the Roberts Commission by FDR to help exonerate FDR from all blame in the handling of the Pearl Harbor disaster.
McCoy at the time was a member of the Foreign Policy Association and was a staunch supporter of FDR's diplomacy ideas.
As a reward for his service to FDR he was appointed chairman of the Far Eastern Advisory Commission after the surrender of Japan.
